Farrenkopf

Tina
M. Farrenkopf is a member of the Passamaquoddy Tribe located
in Maine. She currently serves as the associate director of
the National Tribal Justice Resource Center in Boulder, Colorado.
Tina is the former Clerk of Courts for the Mashantucket Pequot
Tribal Court. Prior to that, she served as the Court Administrator
and Clerk of Court for the Passamaquoddy Tribal Court. She
has also served as the Co-Chair of the United South and Eastern
Tribes Inc.'s Tribal Justice Committee. Tina has vast experience
as a grant writer, planner and resource developer. Tina's
special area of expertise is in case management and court
technology. Tina, a graduate of Dartmouth College, also holds
both a Masters in Business Admistration and a Juris
Doctorate degree.

Dave
Rogers
Dave Rogers is a 30 year criminal justice professional with 16 years in law enforcement serving in positions that included Captain, Under-Sheriff and Chief of Police of both Tribal and Non-Tribal Police Agencies. He served as Chief of Police for the Makah Nation in northwestern Washington and as the first Chief of Enforcement for the Columbia River Inter-Tribal Enforcement unit which provided service to the four Treaty-Tribes (Nez Perce, Yakama, Warm Springs and Umatilla Tribes) on the Columbia River which included two states and eight county jurisdictions. Dave also served eight years as a Probation Officer and Court Commissioner for the District Courts of Clark County in Vancouver, Washington. For four years he was the Program Manager for the Western Community Policing Center providing Community Policing Training for the CIRCLE Project and the Tribal Resource Grant Program (TRGP) to over 250 tribes in 32 states on behalf of the COPS Office initiatives for Indian Country. Dave Rogers has served as the Tribal Law Enforcement Programs Specialist for Fox Valley Technical College Criminal Justice Center for Innovation in Neenah, Wisconsin for the past tow years. Training topics developed for Fox Valley include Native Youth Gangs Training, Homeland Security and All Hazards Training for Indian Country, and Basic Academy for Tribal Probation Officers. One major project that is being expanded through Fox Valley is the National Indian Youth Police Academy, which has gained international attention for its work with Indian youth. David also is CEO of his own company, Small Eagle Electronic Home Confinement which provides service to Tribal Justice Systems.

Mary Thomas
Mary Thomas joined JSI in 2004 as a senior court specialist. Mary has over a decade of Court Technology experience as a training and technology manager for a state court. She was instrumental in designing and delivering training solutions for court clerks and judges in all facets of technology related to courts. Mary’s experience includes teaching classes in computer use, networks, word processing, databases, Windows, web browsers, e-mail programs and custom case management systems.

Shogan Naidoo
Shogan earned a Bachelor’s degree from UC Berkeley and a JD, MBA from the University of Oregon. His experience in the legal domain, Internet business and marketing, software design, creation of knowledge management tools, and designing best practices workflow-training programs are valuable skills he brings to counterclaim. As the founder and CEO, Mr. Naidoo is always striving to improve counterclaim’s positioning, offerings, and customer satisfaction. Shogan has presented extensively on Case Management, e-Filing, and the benefits of Open Source technology. He has visited and trained Tribal Court Staff throughout the country. He is known for his enthusiasm, professionalism, and commitment to both his customers and the legal community. When not working, Shogan enjoys sci-fi, the outdoors, spending time with his family, and running among other things.

Jim Little
Jim Little, the Regional Sales Director for FTR Ltd. has a BS in Computer Aided Technology and an MBA in Finance from Eastern Michigan University. He has over 15 years of expertise providing technology and communications solutions to industries including law, law enforcement, federal, state and local government.

SEARCH, Inc.
Mark Perbix
Mr. Mark D. Perbix is a Justice Information Systems Specialist for SEARCH, The National Consortium for Justice Information and Statistics, and is lead staff on the Justice Information Exchange Model (JIEM) project. Mr. Perbix came to SEARCH from the Colorado Department of Public Safety, Division of Criminal Justice, where he was the lead grant manager for federally funded IT projects. Prior to this assignment, Mr. Perbix worked with the Colorado Integrated Criminal Justice Information System (CICJIS) program to develop a Web portal to their integrated information system. Mr. Perbix received a bachelor's degree in Political Science and Sociology from the University of California at Santa Barbara, and a master's degree in Judicial Administration from the University of Denver College of Law. He is a Certified Computing Professional through the Institute for the Certification of Computing Professionals.

Will Willis
Willett Willis, Principal Consultant, Innovative Technology Solutions. LLC. Mr. Willis provides consulting services focusing in the following areas: electronic data collection tools development (e.g. web based surveys, data collection, etc), technology review and needs assessment, court and IT operations/process review and assessment, technology RFP/RFI development, technology standards development and application, IT strategic planning, IT disaster recover/business continuity planning, CJIS/IJIS planning and implementation, and IT training and presentations. Prior to his current position, Mr. Willis was a Senior Court Management Consultant for the National Center for State Courts from 1997-2005. His responsibilities while at the NCSC included participation in consulting projects involving technology, information management, and workflow, as well as, designing electronic data collection tools. As an attorney Mr. Willis would often research legal issues relating to the use of new technologies in the courts. Mr. Willis has a B.A. in Political Science from Colorado College and a J.D. from the University of Denver College of Law.

Mary Helstrom
Ms. Helstrom is the Deputy Director for the GSA Native American Business Center under the direction of the NABC Director, Ed Kephart. This Center is located in Denver Colorado. This program is designed to reach out nationwide to all of the Native American Indians and Alaska Indians in assisting them in utilizing GSA's services and also other federal agencies' services and to obtain commercial contracts. Carolyn has worked for the federal government for 28 years. Some of the previous agencies are Bureau of Land Management, Bureau of Reclamation, National Park Service and the Inspector General’s Office for the Interior. Eighteen of those 28 are with GSA.
