We are an Indian owned Electronic Home Confinement Service dedicated to providing Tribal Courts with a professional alternative sentencing program. We believe in assisting Tribes with options in sentencing that keeps their sentenced citizens employed, in school, in treatment, at home with their families and within their community yet accountable to the orders of the Tribal Court. We do this by providing a 24 hour Electronic Home Monitoring service using the most current technology systems while making it available to the Tribes at an affordable cost.
History:
Small Eagle Electronic Home Confinement (EHC) was founded in September 2005 by David Rogers (Nez Perce Tribe) as an Indian owned provider of EHC service to Tribal communties. David Rogers is a 30 year Criminal Justice professional with 8 years as Program Manager for Electronic Home Confinement in Clark County, Washington. The primary goal of Small Eagle EHC is to provide a funding source in support of the National Indian Youth Police Academy while offering a professional alternative sentencing program for the Tribal Courts. Small Eagle EHC also makes scholarships available for Tribal justice professionals to attend various justice training programs. Though a new business, the Small Eagle EHC staff bring a combined total of nearly 100 years of Criminal Justice experience to the business

Small Eagle EHC provides 24 Hour/365 days per year Electronic Home Confinement monitoring service for Tribal Courts. Using the most current technology, Small Eagle provides EHC service that includes alcohol testing, lockdown and curfew monitoring, automatic violation reports to Tribal officials for both adult and juvenile defendants. Small Eagle also provides training to Tribal staff in the use of EHC equipment and report interpretation. Small Eagle EHC provides 24 hour support for tribal officials. This service is provided at a low cost that saves the tribes substantially when compared to the costs of full custody or incarceration

Small Eagle EHC supports and believes in the sovereign status of Tribal government and their Courts. Small Eagle provides a professional and culturally competent GPS Tracking and Alcohol Monitoring service exclusively to Tribal Court Systems. Small Eagle does this by providing the most technologically advanced GPS and Alcohol monitoring equipment exclusively to Indian Country with service from staff who are Native American and/or come from Indian Country. With the success of this program Small Eagle will offer financial support for the National Indian Youth Police Academy and contribute to the development of our future Tribal Justice leaders and professionals.

Small Eagle Electronic Home Confinement was founded by David Rogers (Nez Perce) in 2004. Mr. Rogers, who has been providing Community Policing Training on behalf of the COPS Office, US Dept of Justice Indian County Initiative, saw that most tribes were experiencing high jail and detention costs and had no alternative sentencing options. He founded Small Eagle EHC to offer high quality GPS Tracking and Alcohol Monitoring for Tribal Justice systems. Our program is consitent with the concepts of traditional court, drug courts, healing to wellness courts, sentencing circles, youth courts and elder courts.In addition he had planned for profits to be directed to the National Indian Youth Police Academy in support of Native Youth. With its staff and consultants, Small Eagle has over 100 years of Criminal Justice experience and over 30 years of Electronic Offender Monitoring Experience. Mr. Rogers served as the Officer in Charge of Electronic Offender Monitoring for Clark County Community Corrections in Vancouver, Washington for 8 years.

Our program is designed to SAVE TRIBES MONEY, REDUCE PROBATION WORKLOAD, and SUPPORT COMMUNITY JUSTICE by offering affordable GPS and alcohol monitoring along with Exception Based Reporting. Our staff handle as many violations as possible, only notifying Tribal Probation staff of those violations that they need to be aware of. This frees the Probation Officers up from continually trying to monitor all of their clients and thus concentrate on only those that need attention.
Small Eagle EHC provides Global Positioning Systems (GPS) for offender monitoring for Tribal Courts. GPS monitoring can be used as an alternative to jail sentences, probation monitoring, sex offender monitoring, juvenile courts, truancy programs and others. We hold an exclusive contract with a company that provides the highest quality most advanced GPS equipment that is specifically designed and manufactured for offender monitoring. We provide the equipment to the Tribes on a lease basis with no down payments, no start up costs and no equipment deposits. Simply sign a contract and begin the monthly billing cycle.
We offer both active and passive GPS systems which monitor offenders every 10 seconds. Offenders are tracked by a 27 satellite system that can pinpoint an individual with 9 feet anywhere on the planet.
We also offer the only in home visually verified alcohol monitoring system that results are accepted in Court.
Small Eagle provides 24 hours year round monitoring for their clients. Training of Tribal monitoring officers and equipment upgrades are included in the service.
